### `preCreate` 핸들러 구현

`preCreate` 핸들러는 `AWS::S3::Bucket` 또는 `AWS::SQS::Queue` 리소스에 대한 서버 측 암호화 설정을 확인합니다.
+ `AWS::S3::Bucket` 리소스의 경우 후크는 다음과 같은 경우에만 전달합니다.
  + Amazon S3 버킷 암호화가 설정되어 있습니다.
